Yes because sometimes words are just words with no meaning. However, technology allows students to put pictures to the words they are learning.
English Language Learners do benefit from technology. Technology enhances their language when the students are playing with a program. Most programs are oral and they listen to what is being said and done.

I don’t see how they would benefit from technology. ELL need more of the one-to-one and direct teaching instruction.
